Full job description

The Massachusetts eHealth Institute (MeHI) is the designated state agency for growing the digital health ecosystem in Massachusetts. MeHI strengthens the digital health ecosystem in Massachusetts by building partnerships among health care organizations, researchers, academia, technology companies, accelerators and policymakers to ensure that health care innovation benefits all individuals across our state. In 2025, the Centers for Medicare and Medicaid released a notice of funding opportunity for all states to support the goals of the Rural Health Transformation Program (RHTP). The Commonwealth of Massachusetts has contracted with MeHI to administer four programs through RHTP. MeHI is seeking a detail-oriented individual with an interest in health care technology to support grant management for these programs.

The RHTP Grants Program Manager will work under the direction of the MeHI Director and will be responsible for grant and database management for the Rural Digital Health Sandbox Program, Rural SHINE-HT Program, Rural Cybersecurity Program, and Rural Health Information Exchange (HIE) Technical Assistance Hubs Program. This individual will work closely with program leads at MeHI and the MassCyberCenter to ensure that all contractual and financial obligations of program grantees are being met. This individual will also work with our partners at EOHHS to ensure that MassTech is meeting its state and federal reporting requirements. This includes working with EOHHS’s RHTP PMO, Deloitte, and members of the RHTP team. Attention to detail, and dedication to collaboration are key to success in this role.

This position is funded through the RHTP, a federal grant program administered by CMS. The grant award is anticipated to support the position for up to five years; however, funding is reviewed and awarded annually. Continued employment is contingent upon the availability of grant funding each year.

  • Manage the invoicing process for all grantees in MeHI’s RHTP programs.
  • Manage tracking, collecting, and analyzing reports from all grantees in MeHI’s RHTP programs.
  • Work closely with the MassTech legal and finance teams to respond to reporting requirements from EOHHS and/or CMS.
  • Work closely with the RHTP program managers to ensure project milestones and reporting requirements are met.
  • Attend RHTP PMO meetings with Deloitte and EOHHS RHTP team and load requested information into EOHHS’s grant tracking system

Database Management

  • Maintain program documentation in MassTech databases, including iCerits and AirTable, and in external databases as required by EOHHS and/or CMS.
  • Serve as MeHI’s primary contact with MassTech and EOHHS stakeholders for all internal and external databases as related to MeHI’s RHTP programs.
  • Extract, gather, analyze, and prepare data as needed to respond to reporting requirements for RHTP.

Perform additional tasks that may be assigned from time to time by the MeHI Director or their designee.
