SOSi is seeking an experienced Ministry of Peshmerga Affairs Advisor to serve as a senior advisor to Iraqi Ministry leadership and supports USMILGP-Iraq ministerial-level objectives.

Essential Job Duties:

  • Advise senior officials.
  • Assist USMILGP-Iraq in managing and executing ministerial-level advisory activities.
  • Develop ministerial engagement strategies that improve institutional effectiveness and long-term capability development.
  • Facilitate timely decision-making and information-sharing processes through observation,
  • analysis, and reporting.
  • Build and maintain professional relationships with senior ministry officials and other
  • government agencies.
  • Establish trusted relationships through frequent direct engagement with ministry leadership.
  • Assist in the development, implementation, and oversight of policies and procedures that
  • improve organizational and individual performance.
  • Support civil-military integration and democratic governance practices within defense
  • institutions.
  • Provide advice, reports, briefings, and recommendations on integration of military and civilian elements within ministry headquarters, and improvement of coordination among directorates, departments, and agencies.
  • Plan and manage operational and administrative planning,
  • Management of suspense, schedules, strategic plans, and operational plans.
  • Track and monitor organizational priorities.
  • Develop and implement effective battle rhythms and daily workflows.
  • Optimize available resources to meet ministry requirements.
  • Development and scheduling of key leader engagements.
  • Enhance advisor effectiveness.
  • Coordinate with senior Iraqi and coalition leadership.
  • Provide daily observations and written reports.
  • Provide status assessments of ministry staff, systems, programs, and transition efforts.
  • Provide executive level briefings for senior military and government officials.

Qualifications

Minimum Qualifications:

  • Active in Scope Secret clearance.
  • Must be a U.S. Citizen.
  • Bachelor's degree in a relevant discipline.
  • Fluent in Arabic and full professional fluency in English (Listening, Speaking, Reading, and Writing)
  • Fluent in Krudish and full professional fluency in English (Listening, Speaking, Reading, and Writing).
  • Thorough understanding of the Iraqi Ministry of Defense organizational structure and
  • operations.
  • Previous strategic-level experience with U.S. forces in Iraq since 2011 as either a civilian contractor, or a uniformed service member.
  • Significant knowledge and experience in civil-military relations, democratic governance and defense institution building.
  • Strong written and verbal communication skills.
  • Proficiency in Microsoft Office applications.

Additional Information

Work Environment

  • Work is performed in a combination of office and outdoor environments.
  • Outdoor duties may require working in extreme heat and hot, dry, and dusty conditions.
  • Normal work hours are Monday through Friday, 0800-1600; however, contractor personnel will be on call outside of normal hours to respond to both emergent issues and crises
  • Contractor personnel will respond to emergent issues as soon as possible, but no later than within 2 hours to any on-installation location 24 hours a day, 7 days a week.
  • Performance of Services During a Crisis. Services under this contract are essential during crises. Per Department of Defense Instruction (DODI) 1100.22 Policy and Procedures for Determining Workforce Mix and Air Force implementation the Contractor must be available to perform duties during crises up to 24 hours a day, including off-duty and holiday periods. The Contractor will be notified in person or by phone and must respond within 20 minutes of notification.
  • Special/Cultural Events: All special/cultural events must be approved in writing by the applicable commander or designated representative and coordinated through the COR or designated representative. Special/cultural events that occur after normal duty hours or during off days will not be logged as work hours without the appropriate approval and coordination. These include, but are not limited to, tours of culturally significant sites in the UAE, planned military exercises or cooperation between US armed forces and HN partners, or other opportunities that may arise from US armed forces personnel or CA interaction with HN military or civilian partners
  • US Federal and HN Holidays: Work performance shall be required during US Federal and HN holidays. Only the CO may authorize minimal manning or off days during these periods, and will consider the operational tempo
  • Ramadan Observance. The CO or COR may approve an altered work schedule provided a minimum of 20 hours are maintained per week, upon a written request by the Contractor during Ramadan.
  • Position may require travel throughout the local area in support of operational requirements.
  • May involve exposure to potentially hazardous duty environments.
  • Ability to work a flexible schedule, including evenings, weekends, holidays, and extended or irregular hours, as mission requirements dictate.
  • Must be able to adapt to a dynamic, fast-paced operational environment and changing priorities.
