This is a fully remote opportunity focused on monitoring and evaluating grant-based programs and their compliance with program requirements.
You’ll conduct both remote and on-site reviews, gathering qualitative and quantitative information from program staff, participants, and stakeholders.
The role combines research, data analysis, interviewing, documentation, and report writing to assess program performance and outcomes.
You’ll help identify compliance gaps, promising practices, and opportunities where technical assistance can strengthen program delivery.
The position also involves developing and refining monitoring tools and supporting data-driven improvements to monitoring practices.
You’ll collaborate closely with program teams and client stakeholders while contributing to training, analysis, and special projects.
This role is well suited to an analytical and highly organized professional who communicates clearly and is comfortable traveling domestically as needed.

Accountabilities

Lead on-site and remote monitoring reviews to assess recipient compliance with program requirements and gather information on program outcomes.

Conduct individual and group interviews with recipient staff, program participants, and external stakeholders to evaluate program administration, operations, service quality, and outcomes.

Review program documentation, pre-monitoring questionnaires, case files, and other administrative data to assess compliance with grant requirements and applicable government policies and procedures.

Analyze monitoring information using both quantitative and qualitative approaches to identify findings, trends, risks, and areas for improvement.

Identify promising practices and technical assistance needs and communicate relevant observations to recipient and client staff.

Advise stakeholders on preliminary monitoring findings and support clear communication of identified issues and opportunities.

Author detailed monitoring reports that document findings, analyses, assessments, and recommendations.

Design, maintain, and update monitoring tools and toolkits as program needs evolve.

Serve as a liaison for program staff on monitoring, evaluation, and data-analysis matters.

Provide training, guidance, or technical support on selected monitoring and evaluation topics to team members and client staff.

Participate in program meetings, data-analysis activities, and additional projects as required.

Travel domestically as needed, including frequent travel that may reach approximately 50% of working time.
Requirements

Bachelor’s degree in a relevant discipline and at least 4 years of monitoring and evaluation (M&E) experience.

Advanced degree is preferred.

Exceptional analytical and critical-thinking skills, with the ability to interpret both qualitative and quantitative information.

Excellent written and verbal communication skills, including the ability to produce clear, detailed monitoring reports and communicate findings to varied audiences.

Demonstrated proficiency with Microsoft Office applications.

Strong documentation, organizational, interviewing, and research skills.

Ability to work independently in a fully remote environment while collaborating effectively with distributed teams and stakeholders.

Experience working with immigrants, refugees, underserved populations, or similar communities is preferred.

Prior experience supporting state or local refugee programs is preferred.

Existing MBI T2 Public Trust clearance or the ability to obtain one is required.

Willingness and ability to travel domestically up to approximately 50% of the time.

Ability to work a full-time, 40-hour schedule.
